Announcement of Commencement of Implementation of the Law on Public Sector Employees and the Law on Administrative Servants

The Law on Public Sector Employees and the Law on Administrative Servants will commence implementation on 13.02.2015. The first obligation for public sector institutions, stipulated by Article 17 of the Law on Public Sector Employees, is to prepare and adopt the Act on Internal Organization and the Act on Systematization of Job Positions in Institutions. The Law stipulates a procedure for preparation and adoption of these act that includes mandatory approval by the Ministry of Information Society and Administration. With a view to streamline the alignment procedure, and to attain greater efficiency and cost-effectiveness thereof, the Ministry of Information Society and Administration launched the designated e-mail adress firstname.lastname@example.org, whereby institutions should electronically submit draft-acts on internal organization and systemation. After alignment is fully completed, the acts should be submitted and officially approved.
Pursuant to the Law on Public Sector Employees, the Acts on Internal Organization and Systematization of Job Positions should be adopted until the day of commencement of implementation of laws, i.e. by 13.02.2015 the latest. Taking into account the fact that a large number of institutions would have this obligation for the first time, and to facilitate the procedure for adoption thereof, the Ministry of Information Society and Administration prepared templates of acts on systematization for each type of public sector institutions, which should significantly facilitate the procedure for adoption of these acts. All information related to implementation of these two laws will be available on the website www.administracija.mk and on the designated website of the Ministry of Information Technology and Administration (www.mioa.gov.mk).
