Trainings on Application of the Law on General Administrative Procedure During Inspection Supervision

Today marked the official ending of the first batch of trainings intended for central government inspectors on application of the Law on General Administrative Procedure (LGAP). In the past ten days, trainings were held in Skopje, attended by 450 inspectors.

Trainings included discussions on topics such as: fundamental principles, subject and application of LGAP, performance of inspection procedures in compliance with the Law, administrative activities and legal protection and enforcement of inspection acts. The trainings were conducted by university professors at the Faculty of Law, Borche Davitkovski and Ana Pavlovska Daneva, consultant Jugoslav Gjorgjievski and attorney Zharko Hadzi-Zafirov. They covered both the theoretical and practical aspects of LGAP application, with a view to attain a more coherent and uniform application of the Law during inspection procedures.

Trainings will also be held in Shtip and Bitola during January and February, whereby the total number of trained inspectors would be 990.

The trainings are part of the project "Modernization of Inspection Services", supported by the U.S. Agency for International Development (USAID).

A Memorandum of Understanding was signed between the Ministry of Information Society and Administration and the Center for Development Policies IDEAS DePo as part of the project. Another authority actively involved in realization of trainings is the Inspection Council. The underlying goal of the "Modernization of Inspection Services" project is to support creation of modern, easily accessible, predictable inspection system that would strive to attain increased efficiency of inspection services and willingful alignment by means of implementation of good practices and principles in the process of inspection supervision

The Reform of Inspection Services, as part of a comprehensive public administration reform, should contribute to implementation of a more efficient and transparent inspection system, by involvement of all stakeholders and recommendations and oppinions thereof on relevant legal solutions and organizational issues.
